
HAC offices are currently closed to the public except by appointment. However, clients may pick up their mail and receive legal assistance on the sidewalk Monday through Thursday from 1 - 5p. HAC's legal staff continue to work on their cases from home offices. During this pandemic, our priority is the health, safety, and well-being of our community, and especially our clients.
We will update this notice regularly. HAC adjusted quickly when shelter-at-home directives were handed down. With help from our technical staff, all HAC attorneys and advocates now have fully functioning home offices so they can continue to work on their most critical cases. They can conduct intakes over the phone.

Every member of the Homeless Action Center (HAC) team plays an integral role in sustaining HAC's current success and preparing HAC for the challenges of the future. The Board of Directors sets the overall policy direction for HAC, ensures fiscal integrity and reviews operations. The attorneys, advocates and administrators at HAC fight their hardest every day for the rights of the most marginalized members of our society.

The Homeless Action Center (HAC) provides no-cost legal representation to the most vulnerable people in our community. Since its founding, HAC's attorneys and advocates have helped thousands of homeless individuals rebuild their lives. HAC started as a storefront in Berkeley with one attorney and one advocate in 1990.

The Homeless Action Center (HAC) provides no-cost, barrier-free, culturally sensitive legal representation that makes it possible for homeless individuals to access the maze of social safety net programs that provide a pathway out of homelessness. Through HAC's legal assistance, clients obtain health care, housing, a sustainable income and restored dignity.
Programs

The typical clients of the Homeless Action Center are extremely low income. Many are both homeless and mentally ill. Those who are currently housed are in danger of losing their housing. HAC clients suffer from severe psychosis or paranoia, and have chronic health conditions that have been untreated for long periods.
Our Commitment
Report
Because of changes in Washington, the social safety net is under attack. The programs our clients rely on are at actual and imminent risk. Social Security, Medi-Cal, Unemployment Benefits, VA benefits, HUD-funded housing and housing subsidies (Section 8 and Shelter Plus Care), VA housing subsidies and the Affordable Care Act are all threatened.
