Our History
Robert B. Balter was the laboratory assistant to Arthur Casagrande and Karl Terzaghi (the founding fathers of soil mechanics) while obtaining his Masters Degree in soils mechanics at Harvard University. Hired as a civil engineer with the J.E. Greiner Company (now AECOM). Mr. Balter introduced soils mechanics to the firm and almost immediately established their first soils/geotechnical engineering department.

Professional Engineering Services
The Robert B. Balter Company offers Geotechnical, Geo-environmental, and Pavement Engineering. Our professionals have extensive practical and theoretical experience and training, and provide comprehensive evaluations and consulting for every phase of a project.
Services begin with preliminary site development; proceed to final design, plans, specifications, and value engineering; continue during construction of site improvements, buildings and infrastructure; and extend to post-construction performance evaluations and failure investigations.

Materials Laboratory Testing
Under the supervision of PE's, laboratory managers direct a staff of technicians with certifications by NICET, ACI, USACE CM Quality Management, MARTCP, VDOT, FAA-ERLPM, NASSCO, and WACEL. All procedures are performed in accordance with a QA/QC Laboratory Manual that is approved by the certifying agencies.
Special Inspections
Balter provides Special Inspection, Construction Inspection, and Quality Assurance Services to a wide variety of clients for decades. Special Inspections projects have included airports, mixed-use developments, treatment plants, municipal facilities and a wide range of other projects. To provide the highest of standards, Balter has an aggressive in-place certification training program (CTP) for field technicians.
