Prior to private practice, Tom served as the Director of the Division of Consumer Affairs for the Missouri Department of Insurance where he was responsible for drafting comprehensive managed care regulations, negotiating the settlement of a lawsuit over the conversion of a non-profit insurer to for-profit status, and negotiating settlements of market conduct exams that returned millions of dollars to Missouri consumers.
