The Ihanktonwan (Yankton Sioux) Community College is the Higher Education Institute serving the Yankton Sioux Tribe. The Yankton Sioux Tribe is a Federally recognized sovereign Tribe under the Treaty of 1858.
The Ihanktonwan are known as the "People of the End Village " or the "Land of the Friendly People" of the "Oceti Sakowin" (Seven Council Fires). The college center is on the Yankton Sioux Reservation home of the Dakota Ihanktonwan Oyate (Yankton Sioux) Nation. Located along the great Missouri River between South Dakota & Nebraska in Marty, South Dakota.

The legal name of the college is the Ihanktonwan Community College. The Ihanktonwan Community College is herein established by the Yankton Sioux Tribe (hereafter referred to as the Ihanktonwan YST) pursuant to the Constitution and By-Laws in its inherent sovereign right of self-government to establish, fund, and to provide for the education and general welfare of the Ihanktonwan YST and its members.

In 1993, the Yankton Sioux College Center was established through tribal resolution by the Yankton Sioux Tribe Business and Claims Committee; as an educational institution at the post -secondary level for the purposes of academic and vocational curricula leading to post-secondary education degrees, and to preserve the Nakota/Dakota Language, History and Culture.

ICC operates as an Additional Location of Sinte Gleska University of the Rosebud Sioux Tribe. The charter gives the college the legal authorization to operate as an institution of higher education with the authority to have degree-granting capability. SGU is a member and accredited by The North Central Association of Colleges and Schools Higher Learning Commission.

PRINCIPAL OFFICERS OF THE BOARD Officers of the Board The Board shall elect from its members a Chairman, Vice-Chair man, Secretary and Treasurer and other officers as the Board shall deem necessary and who shall provide the Board with a yearly report at the annual meeting. General Duties Officers of the Board of the College shall have the following specific duties defined in this Article and such other duties as may be determined by Board action.

SMUTTY BEAR was Chief (Itanchan) of the Igmu Oyate (Cat People), which is one of the Oceti Sakowin (Seven Council Fires) from the Ihanktonwan Dakota Oyate (Yankton Sioux Tribe). Smutty Bear was one of the principal Chiefs in the signing of the 1858 Treaty with United States. He was known as the Chief who held out the longest before signing not wanting to diminish the land or sovereignty of the Ihanktonwan Oyate (Yankton Sioux People).
