During the early months of 1955, Dutchess County's civic-minded leaders began in earnest to discuss the possibility of creating a community college in the county. At that time, there were only 40 community colleges in the United States, serving just 325,000 students. A few years earlier, more than 100,000 World War II veterans had returned to New York state.
