Paul received his undergraduate degree with dual majors in philosophy and political science from Hamline University in 1994, where he graduated manga cum laude and was inducted into Phi Beta Kappa. After completing his undergraduate degree, Paul attended the University of Denver College of Law (now Strum College of Law) from 1994 to 1997 where he graduated 9th out of 250 in his class, and was inducted into the Order of St. Ives.
