Washington State's workers' compensation system was founded in 1911 with the sole purpose of delivering "sure and certain relief to injured workers by reducing to a minimum their suffering and economic loss." The system was designed to provide no-fault industrial insurance coverage for most employers and workers in Washington State either through the State Fund or self-insurance for companies with at least $25 million in assets.

He earned the Rank of E-5 as an Electronics Technician, serving one tour in Viet Nam. His last year was as an instructor teaching basic electronics theory to Coast Guard students. Upon discharge, he graduated from the University of Washington and obtained his law degree at the University of Puget Sound in 1976.
