(MALS) is the primary provider of civil legal representation to low income families in the western Tennessee counties of Shelby, Fayette, Tipton and Lauderdale. MALS does not accept fees for it services anddoes not handle criminal cases, class action lawsuits or fee generating cases such as personal injury or worker's compensation, among others. In 1974 the Legal Services Corporation (LSC) Act was enacted by Congress to replace the old Office of Economic Opportunity legal aid system, and to provide "minimum access" to the civil justice system, covering every county across the country. Minimum access was defined by members of Congress as one attorney for every 5000 people living at or below the poverty line as defined by Federal guidelines.

Memphis Area Legal Services, Inc. (MALS) provides free legal assistance and representation in civil (non criminal) matters to eligible clients in Shelby, Fayette, Tipton and Lauderdale counties in Tennessee. MALS also provides community education and outreach in those counties. These services are made possible through federal, state and local grants and individual, corporate and other donations.

Memphis Area Legal Services has two office locations, in Memphis and Covington, TN. Both offices are centrally located and accessible by public transportation. Each office provides full access for client services. The Memphis office is located in Shelby County in downtown Memphis at 22 N. Front Street, Suite 1100, Falls Building, Memphis, TN 38103, only a few blocks from the Judge D'Army Bailey Courthouse and federal court building.
