W.E.L., Inc. (WEL) was established in 1984 by Bill Litchford as a local excavating and hauling company in the central Virginia area. Very soon he became involved in local projects with commercial and industrial customers. This expanded opportunities into railroad services and assistance during train derailments and highway emergencies alike.
