The Texas legislature passed a law in 1987 to regulate on-site sewage facility (OSSF) systems statewide and is overseen by Texas Commission on Environmental Quality (TCEQ). In certain areas, local authorities govern the rules set out by TCEQ. In all cases, a permit to install a system is required along with a site design.

Aerobic units treat wastewater for homes and small businesses using the same process, only scaled down, as our municipal wastewater treatment systems use. They remove 85 to 98 percent of the organic matter and solids from the wastewater, producing effluent as clean as that from municipal wastewater treatment plants, and cleaner than that from conventional septic tanks.

An aerobic septic system has to have Dissolved oxygen it at all times or the Aerobic/beneficial bacteria will die causing it to smell, you could be hydraulically overloading the system which means there is too much water running through the system not allowing the system enough time to treat it, or organically overloading the system which means putting too much solids (Garbage disposal) through the system that the bacteria can't handle.
