Most nursing homes in the U.S. are certified by Medicare and Medicaid, and they must show they are in compliance with the Nursing Home Reform Act in order to receive payments from these government agencies. The Act was passed by Congress in 1987 following a study by the Institute of Medicine, which concluded that nursing home residents were being abused, neglected, and given inadequate care.
