Update: Today I called to find out when I was going to receive an invoice for August. The original invoice was for the wrong hours, and I'd called and requested a correction and never heard back. The owner took the call and heartily apologized for the previous mess. He also explained that he did not try to steal our permanent caregiver, but simply offered her additional work. It makes sense, which suggests that I was wrong to question his ethics.

It's been about 5 years since ProCare began providing 24/7 care for my father, they've been excellent. Any questions or concerns I have with him are answered right away and they're very reachable and accessible, which is important given my schedule.
