Established in 1990, we are dedicated to providing comprehensive health care coverage to retirees of state agencies and participating public entities. Our mission is to foster quality of life and peace of mind by responsibly administering affordable, secure health care benefits for public retirees and their families. Governed by an 11-member Board of Directors, we serve approximately 64,000 retirees and dependents through medical, dental, vision, and life insurance plans. Over the past three decades, we have addressed significant financial challenges by adjusting subsidy levels, premiums, and plan designs while securing legislative support to extend solvency through 2050. Our team remains committed to transparency, fiscal responsibility, and advocacy for long-term stability.

We work closely with participating employers, including cities, counties, universities, and charter schools, to ensure sustainable benefits for future generations. Our 24/7 hotlines and partnerships with major insurers like Blue Cross Blue Shield, United Healthcare, and Humana provide continuous support for members. Despite ongoing challenges, we prioritize member needs through innovative wellness programs and community engagement. Our experience in navigating complex financial landscapes positions us to deliver reliable coverage amid rising healthcare costs.
