Texas Rising Star is a voluntary, quality rating system for child care programs participating in the Texas Workforce Commission's (TWC) subsidized child care system. Texas Rising Star certification is available to licensed center programs and licensed and registered child care home programs that meet the certification criteria. The quality of care at participating programs is rated, and programs are recognized on a tiered systems with 2-, 3-, and 4-star programs reaching aggressively higher levels of quality.
